Every heat pump has a balance point
As the outdoor temperature drops, a heat pump gives less heat while the house needs more. The temperature where the two lines cross is the balance point. Below it, something else has to fill the gap: electric strips, a furnace, or a bigger heat pump.
Cold-climate models moved the line
A standard heat pump runs out near 30°F. A cold-climate model keeps most of its rated capacity down to 5°F and still runs at 15 below, so across most of the northern United States the coldest hours are a small share of winter. This tool counts that share from your December to February lows.
Insulation and the existing furnace shape the answer
A leaky house has a higher balance point because it needs more heat at every temperature, which is why the same town can read "carries on its own" for a tight house and "needs backup" for a drafty one. If a gas furnace is already in place, keeping it as the second stage (dual-fuel) is the common setup in the coldest climates.
